Myanmar: Pathways to Peace

The conflicts afflicting Myanmar are far-reaching, complex and difficult to navigate. Between internal instability and largely ineffective diplomatic efforts, resolution seems elusive. CDGA have been in conversation with Diplomats Without Borders and Peking University on the evolving situation in Myanmar. These discussion summaries touch on the nature of Myanmar’s current challenges, and outline various avenues for conflict resolution, both internally and internationally.

Waging the War Wrong? Rethinking Success in Latin America’s Fight against Organised Crime

Although Latin American governments are taking measures against organised crime, the overall effectiveness of many of these measures is questionable. Alejandro Posado-Tellez examines four assumptions informing state responses to organised crime, and argues that state interventions can substantially weaken an organisation without necessarily producing a corresponding decline in its activities or control.

Open or Closed? Where Are China’s AI Models Headed?

Chinese government and AI companies have increasingly embraced openness as a key strategy amid the global AI competition. However, due to commercial pressure and associated risks with open-weight models, Beijing is likely to pursue a hybrid and tiered ecosystem where open and closed models coexist. This would allow China to broaden international adoption without giving up the commercial and strategic value of their most advanced models.

The proliferation of AI-generated content (AIGC) is widely seen as threatening our ability to agree on what is real or true. In response, a wave of regulations around the world has emerged in recent years. However, implementing these regulations faces some major challenges, including regulatory ambiguities, technical limitations, and cross-border interoperability. This policy report compares the regulatory approaches and implementation challenges in the EU and China.
